SO 3418, "Unleashing American Energy", is SO 3349's successor rather than its reinstatement. It implements EO 14154 the way SO 3349 implemented EO 13783 — reviewing all agency actions, ordering fifteen-day action plans, and listing the rules, instruction memoranda, Departmental Manual chapters and Solicitor's opinions to be suspended, revised or rescinded. The Quote asks for the 2017 order back; the 2017 order has not been reinstated and does not appear in Interior's published Secretary's Orders library, which now runs to SO 3453.

SO 3349 (March 29, 2017) implemented EO 13783 at Interior: it ordered a review of every rule and policy burdening domestic energy and set up an action-plan process. SO 3418 does the same job for EO 14154, in the same shape — a fifteen-day action plan from every Assistant Secretary and a named list of documents to unwind.
