“A new Administration must immediately roll back Biden’s orders, reinstate the Trump-era Energy Dominance Agenda, rescind Secretarial Order (SO) 3398, and review all regulations, orders, guidance documents, policies, and similar agency actions made in compliance with that order.”

SO 3418 §4(b) directs every Assistant Secretary to include in a 15-day action plan the steps that will be taken to "suspend, revise, or rescind" a list of documents that opens with SO 3398, "Revocation of Secretary's Orders Inconsistent with Protecting Public Health and the Environment and Restoring Science to Tackle the Climate Crisis". An instruction to plan a rescission is not the rescission. Nothing in the Secretary's Orders series published since — the numbering now runs to SO 3453 — revokes SO 3398, and Interior has instead reinstated two of the orders SO 3398 revoked individually (SO 3352 by SO 3422 §5, SO 3380 by SO 3449).

Research notes
SO 3398 (April 16, 2021) was the Biden order that revoked the Trump-era Interior energy orders — SO 3348, 3349, 3350, 3351, 3354, 3355, 3358, 3360, 3380, 3385 and 3389 among them. Interior has taken its progeny apart one document at a time without ever revoking the order itself: SO 3418 §4(b) lists SO 3398 for suspension, revision or rescission, and SO 3422 §5 reinstates one of the orders SO 3398 killed (SO 3352). Interior’s published Secretary’s Orders library, read on 2026-08-27, contains no rescission of SO 3398 and no page for SO 3398 itself.
