SO 3445, "Unleashing American Offshore Energy", is the America-First offshore strategy under a new number: it announces Interior's intent to terminate the "inadequate" 2024–2029 National OCS Oil and Gas Leasing Program approved under Biden and replace it with a more expansive 11th National Program, and recites the six Gulf lease sales of the first Trump term as the benchmark. SO 3420 (2025-02-03) announced the revocation of the previous administration's OCS withdrawals. SO 3350 itself has not been reinstated and has no page in Interior's Secretary's Orders library.
