Reinstate SO 3354 on onshore oil, gas, and solid mineral leasing

What has happened

1. May 13, 2025 Partially done

   The substance of SO 3354 is back without the order. SO 3418 §4(c) directs actions "to offer more parcels of the public land for oil and gas leasing, including through quarterly lease sales" and "to increase the efficiency in the Bureau of Land Management's adjudication of applications for permits to drill", and on 2025-05-13 BLM issued the instruction memorandum "Oil and Gas Leasing – Land Use Planning and Lease Parcel Reviews", committing to complete parcel review and offer parcels within six months and to stop deferring parcels before NEPA review is finished. Solid-mineral leasing was addressed separately by the July and September 2025 rescissions of BLM's mining-claim and solid-minerals regulations. SO 3354 itself was not reinstated and has no page in Interior's orders library.
