SO 3360 has not been reinstated: it has no page in Interior's Secretary's Orders library and no order in the series through SO 3453 revives it. The work it did is being done by SO 3418 §4(b), which lists the Departmental Manual climate chapters (522 DM 1, 523 DM 1, 526 DM 1, 604 DM 1) and the mitigation opinion M-37075 for suspension, revision or rescission. That is #1449's trail, not this one; the named order stands revoked.
