“Reject any congressional proposals that would further extend the service lives of U.S. capabilities such as the Minuteman III ICBM.”

What has happened

  1. Not started

The FY2026 NDAA legislates Minuteman III life extension rather than rejecting it. Sec. 1641 requires the Secretary of the Air Force, with every budget submission until Sentinel reaches full operational capacity, to submit a strategy for the Minuteman III fleet and its ground and nuclear command-and-control systems "to address aging components and maximize the end-of-life margin", including opportunities to increase end-of-life margin, an asset-attrition forecast and a future-years funding estimate, with an independent assessment by the Under Secretary of Defense for Acquisition and Sustainment. Sec. 1632 adds 10 U.S.C. 9062(n), which sets the deployed ICBM floor and defines an intercontinental ballistic missile as "any combination of" the Minuteman III or the Sentinel, and expressly exempts Minuteman III maintenance, sustainment and safety work from the section's reduction ban. Sec. 1637 requires each Minuteman III launch control center to be deep-cleaned at least every five years "until each such launch control center is decommissioned".

Congress moved the other way. Section 20008(a)(3) of the reconciliation act (P.L. 119-21) appropriated $500,000,000 for improvements to the Minuteman III intercontinental ballistic missile system, and sec. 20008(a)(4) added $100,000,000 for capability enhancements to intercontinental ballistic missile reentry vehicles.

Research notes

A case where Congress moved the other way: the Status stays not started and the contrary Primary Evidence is cited on the not started events, so nothing leaks into the front page.

  • Paired with #212: the same instruments that fund Sentinel risk reduction also legislate a longer Minuteman III life. The two items are leveled together.

FY2027 NDAA, House-passed (searched 2026-09-24). H.R. 8800 passed the House 216–212 on 2026-07-22 (Roll no. 278) and was received in the Senate on 2026-09-14. Engrossed text: https://www.govinfo.gov/content/pkg/BILLS-119hr8800eh/html/BILLS-119hr8800eh.htm. The House legislates Minuteman III life extension again rather than rejecting it. Sec. 1631 adds 10 U.S.C. 499d, which gives the Air Force ten years of authority to transfer funds between accounts “for the purposes of modernizing, mitigating risk relating to, or otherwise enhancing” ICBM capabilities, naming the LGM-30G Minuteman III first. It also authorizes multiyear procurement of Minuteman III flight test kits through FY2030 and life-of-program buys of components to cover diminishing manufacturing sources. Sec. 1634 bars reducing deployed ICBMs below 400 but exempts Minuteman III sustainment and the transition to Sentinel. Congress is moving the other way, as the 2025-07-04 and 2025-12-18 events record. This bill is House-passed only, so it is a note and not Evidence on an event. The item stays not started.
