Reject ratification of the Comprehensive Test Ban Treaty
Printed page 399 12. Department of Energy and Related Commissions
“Reject ratification of the Comprehensive Test Ban Treaty and indicate a willingness to conduct nuclear tests in response to adversary nuclear developments if necessary.”
What has happened
- Partially done
President Trump posted on Truth Social that "because of other countries testing programs, I have instructed the Department of War to start testing our Nuclear Weapons on an equal basis" with Russia and China — the second limb of the ask, a stated willingness to test in response to adversaries. Energy Secretary Wright said within days that the tests meant were non-nuclear system tests, not explosive ones (reported on allowlisted pages that refuse automated fetches; see notes). The CTBT itself has not been sent to or acted on by the Senate since 1999; nothing in the window rejects it formally, and no explosive test has occurred.

Research notes
- Confirmed at partial on review, and it does not drop to unverified. The site’s evidence rule forces unverified only where a Status other than not started has no Evidence; NPR is an allowlisted Secondary source, so this event is sourced, not merely claimed. It stays partial and not more because only one of the ask’s two limbs — the stated willingness to test — has anything behind it, while the CTBT itself has not been acted on since 1999 (a two-object ask with one object delivered is partial). Wright’s walk-back would qualify the note, not the Status; it is on washingtonpost.com, which would not open for us, and remains open.
- Secondary Evidence only: the Truth Social post is not on whitehouse.gov and no Federal Register or presidential-actions record carries it (the White House presidential actions and presidential documents in the Federal Register we keep and search, searched for “nuclear” or “test ban”: only the 2025-05-23 nuclear-energy orders).
- Wright’s clarification (“not nuclear explosions … noncritical explosions”) is on washingtonpost.com (2025-11-02; the page refused to open for us) and CNN/Fox (off the allowlist); CNN reported 2025-11-14 that DOE and NNSA officials planned to tell the White House explosive testing was not tenable. These are leads, not Evidence.
- The FY2026 NDAA (P.L. 119-60) codified the atomic energy defense provisions, including “Nuclear test ban readiness program” (new 50 U.S.C. §6119) and “Testing of nuclear weapons” (§6121) — a recodification, not a change of policy; not an event.
- Ratification limb: Federal Register full-text “Comprehensive Nuclear-Test-Ban” since 2025-01-20: 0 documents beyond State Department information-collection notices; among the bills we keep and search, none contains “test ban”. The treaty remains unratified, as before the window.
