“Office of Fossil Energy (Assistant Secretary, with Carbon Management deleted from its title and purpose.”

Printed again later in the same chapter.

“Rename FECM (if it cannot be eliminated) under its original designation as the Office of Fossil Energy and with its original mission: increasing energy security and supply through fossil fuels.”

What has happened

  1. Partially done

DOE's November 2025 realignment renamed the Office of Fossil Energy and Carbon Management the Hydrocarbons and Geothermal Energy Office (HGEO). Carbon Management is gone from the title and from the office's portfolio, which is now coal, oil and gas, geothermal, the Strategic Petroleum Reserve and Natural Gas Act import and export regulation. Partial rather than done because the office was not restored to the designation the Quote names, the Office of Fossil Energy, and its mission was widened to geothermal rather than narrowed to fossil fuels.

Research notes

Both citations ask the same thing in different words: delete Carbon Management from FECM’s title and purpose and put the office back on an energy-security-and-supply-through-fossil-fuels mission. The rename delivered the deletion; it did not deliver the name.

The carbon-management programs themselves were not abolished — they sit in the Office of Clean Energy Demonstrations under CMEI (Carbon Capture Demonstration Projects, Large-Scale Pilots and Regional Direct Air Capture Hubs). See #954.

Boundary call: an alternative reading takes the substance of the ask (Carbon Management deleted, fossil-supply mission restored) as fully delivered and would level this done.
