“The following offices would report to the DESAS Undersecretary of Energy Security: 1. Office of Cybersecurity, Energy Security, and Emergency Response (CESER), elevated to an Assistant Secretary.”

What has happened

  1. Not started

No Undersecretary of Energy Security exists at DOE. On the organization chart of 3 August 2026 CESER reports to the Under Secretary of Energy (S3) alongside the Office of Electricity, the Arctic Energy Office, the Office of Nuclear Energy, HGEO and EDF, and CESER is led by a Director rather than being elevated to an Assistant Secretary. Nothing in the November 2025 realignment changed CESER's rank or reporting line.

Research notes

This Quote asks for two things: an Undersecretary of Energy Security in a renamed Department (DESAS), and CESER elevated to an Assistant Secretary reporting to that Undersecretary. Neither exists. The Department was not renamed (see #923), and the November 2025 realignment left CESER where it was.

CESER announced a new Director on 29 July 2026 (https://www.energy.gov/ceser/office-cybersecurity-energy-security-and-emergency-response, read 2026-08-31) — the office page was read but the appointment announcement itself was not opened, so it is a lead, not Evidence.
