Require senior IC officers to sign two-year mobility agreements

Not started

Printed page 211 7. Intelligence Community

“Senior officers should be required to sign mobility agreements that allow ODNI and CIA leadership to move them within the IC every two years if necessary.”

What has happened

  1. Not started

No allowlisted record of a requirement that senior IC officers sign two-year mobility agreements. Retested for ticket 04 on 2026-09-03 against ODNI's own site, which is readable after all: the feed at `odni.gov/feed/` was read in full — 536 items spanning 2005 to 2026-08-20, ODNI's complete public inventory of releases, reports, remarks and Intelligence Community Directives — and the words "mobility agreement" occur in none of them. Federal Register full-text search for "mobility agreement" since 2025-01-20 returns one document, a GSA Federal Travel Regulation rule (2025-12-08), unrelated to the IC; "mobility agreement" appears nowhere in P.L. 119-60; and no ODNI or CIA instrument on the point is readable.

No action found yet. This entry is the starting point, not a finding.

Research notes

  • Senior National Intelligence Service and Senior Intelligence Service conditions of service are set by ODNI and CIA directives that are not published in the Federal Register. dni.gov was recorded as refusing to open and does not — it redirects to odni.gov, which opens — so the negative now covers ODNI’s published record as well; it still cannot reach an unpublished directive.
  • This ask is also covered by a single negative search of the CIA internal-management asks on pp. 208-212.
