Authority over civil rights at USAID could not be returned to USAID's Office of Civil Rights because neither survives: the agency ceased implementing foreign assistance on 2025-07-01 and its offices were dissolved. No transfer of civil-rights authority to a USAID Office of Civil Rights was published, and the successor structure at State - the Under Secretary for Foreign Assistance, Humanitarian Affairs, and Religious Freedom, with five bureaus and offices - contains no such office. State's own Office of Civil Rights serves the Department, not a USAID successor.
