Rename the GEWE Office as the Office of Women, Children, and Families
Printed page 259 9. Agency for International Development
“The next conservative Administration should rename the USAID Office of Gender Equality and Women’s Empowerment (GEWE) as the USAID Office of Women, Children, and Families; refocus and realign resources that currently support programs in GEWE to the Office of Women, Children, and Families; redesignate the Senior Gender Coordinator as an unapologetically pro-life politically appointed Senior Coordinator of the Office of Women, Children, and Families; and eliminate the “more than 180 gender advisors and points of contact…embedded in Missions and Operating Units throughout the Agency.””

Moved the other way. The Office of Gender Equality and Women's Empowerment ceased to exist when USAID stopped implementing foreign assistance on 2025-07-01: it was abolished rather than renamed, and no USAID Office of Women, Children, and Families was created in its place or can now be. Renaming an office is something a named body does within itself, so abolishing the body defeats this ask rather than delivering it (playbook 3b, an ask addressed to a body that no longer exists). A Federal Register phrase search over the window returns zero documents for "Office of Gender Equality and Women's Empowerment" and zero for "Office of Women, Children, and Families", and no URL on state.gov's sitemap names such an office.

Research notes
- Re-leveled not started on 2026-09-01 under the rule for an ask addressed to a body that no longer exists. The earlier reading treated this as a two-object ask with the first object (GEWE gone) delivered; the rule supersedes it, because neither object — a renamed USAID office, or the USAID office it would be renamed to — can be in the asked-for state with USAID gone. The abolition is attached as dated Primary Evidence on the not started event, as the record moving the other way. Same reading as #661, #662 and #665; contrast #663, where eliminating the gender advisers is an outcome the abolition does deliver.
