Sharply cut or end visas for Chinese students and researchers
Printed page 790 26. Trade · from “The Case for Fair Trade”
“Significantly reduce or eliminate the issuance of visas to Chinese students or researchers to prevent espionage and information harvesting.”
What has happened
- Attempted
The State Department announced it would work with DHS to "aggressively revoke" visas for Chinese students, naming those "with connections to the Chinese Communist Party or studying in critical fields", and would revise visa criteria to enhance scrutiny of future applications from the People's Republic of China and Hong Kong. It was an announced policy, not a measured cut: no allowlisted source records a reduction in visa issuance to Chinese nationals, and three months later the President said publicly that he wanted to double the number of Chinese students in the United States.

state.govrefuses automated fetches — every path tried returned either a “Technical Difficulties / Exception: forbidden” page or a soft 404 that answers HTTP 200 — so it is recorded as a lead and NPR carries the event. Nothing was written from a URL that was not loaded. - Negative searches for a Primary instrument: Federal Register full-text
conditions[term]="Chinese students"since 2025-01-20 returns exactly one document, DHS’s final rule “Establishing a Fixed Time Period of Admission and an Extension of Stay Procedure for Nonimmigrant Academic Students, Exchange Visitors, and Representatives of Foreign Information Media”, 2026-07-17 — https://www.federalregister.gov/documents/2026/07/17/2026-14439/establishing-a-fixed-time-period-of-admission-and-an-extension-of-stay-procedure-for-nonimmigrant (proposed 2025-08-28). That rule ends duration-of-status admission for all foreign students; it is not the China-specific cut the Quote asks for, so it is not recorded as an event. No China-specific student-visa proclamation, rule or notice exists in the Corpus; the only nonimmigrant entry proclamation in the window is “Restriction on Entry of Certain Nonimmigrant Workers” (2025-09-19), which concerns H-1B workers. - Further leads, not opened: “State Department Revokes More Than 175,000 Visas”, state.gov, August 2026 (surfaced in search, refuses fetches); travel.state.gov nonimmigrant visa issuance statistics by nationality, which would settle whether issuance to Chinese nationals actually fell, were not located as a machine-readable table. If that table is found, this item may move to partial or back.
