    No allowlisted record of CIA resources being shifted away from headquarters, of broadened recruitment, or of expedited onboarding since 2025-01-20. The major ask on the same page (#546, permanent relocation of the Support and Science and Technology directorates out of Virginia) is `not-started` on two independent negative searches, and the same searches cover this one: the CIA's Federal Register footprint is four notices (a decennial operational-files review and three Privacy Act systems of records), "central intelligence" returns nothing in the bills file, and P.L. 119-60 Division F subtitle A moves no CIA component. The Agency's own hiring-modernization announcement, the MyLINK portal, is dated 2023-01-05, before the window.
