Install new leaders of CIA directorates and mission centers
Printed page 209 7. Intelligence Community
“The President should instruct the Director to hire or promote new individuals to lead the various directorates and mission centers. This new crop of mid-level leaders should carry out clear directives from senior CIA leadership, which means more accountability and new ways of thinking to benefit the mission.”
What has happened
- Not started
No allowlisted record of a presidential instruction to hire or promote new leaders of the CIA's directorates and mission centers, and no new directorate or mission-center head is publicly named. The Agency stood up three new organizations under this Director — the Americas and Counternarcotics Mission Center, the Directorate of Mission Systems and the Mission Center for Cyber Intelligence — but cia.gov names none of their leaders, and the Agency's published personnel announcements in the window are front-office posts: Executive Director (2025-07-11), Director of Public Affairs (2025-02-18), General Counsel (2026-01-06).

Research notes
- Every press release on cia.gov’s press index was listed and the personnel announcements read; none names a Deputy Director for Operations, Analysis, Science and Technology, Support or Mission Systems, or the head of any mission center.
- Boundary call: establishing three new organizations necessarily installs leaders of them, which would be a reading for partial. Held at not started because the Quote’s object is the individuals, none of whom is publicly identified, and because the ask’s instrument is a presidential instruction that has no public trace.
- This ask is also covered by a single negative search of the CIA internal-management asks on pp. 208-212.
