“An incoming conservative President should task his DNI and Secretary of Commerce with increasing coordination, the resources needed for BIS and SCIF capacity, and proper and necessary intelligence sharing to counter the activities of multifaceted adversaries such as China. This would include additional work with private-sector expertise, granting clearances to niche sector experts and United States citizen commercial and financial partners as needed.”

Half the ask moved, as a statutory duty not yet performed. Intelligence Authorization Act for FY2026 section 6308 requires every IC element head, in coordination with the DNI, to give the intelligence and appropriations committees an estimate of the obligations needed to bring its sensitive compartmented information facilities into compliance with Intelligence Community Directive 705, with an implementation plan and the administrative or legislative actions compliance would need; section 6309 requires the DNI, in coordination with the Secretary of Defense, to develop a plan for an IC-wide integrated SCIF accreditation tracking system, including how cleared industry could monitor accreditation status and guidelines for minimizing duplication with the Department of Defense. Nothing tasks the Secretary of Commerce, nothing addresses Bureau of Industry and Security resources, and nothing grants clearances to niche-sector or commercial experts.
