No religious-freedom training program for USAID staff was found, and there are no USAID staff to train: the agency ceased implementing foreign assistance on 2025-07-01. Nothing in the Federal Register, on whitehouse.gov's presidential actions or on state.gov's sitemap records such training. What did happen is structural rather than educational - religious freedom and foreign assistance were placed under a single Under Secretary at State - and State's own report to Congress on expanding international religious freedom activities describes programs in foreign countries funded from the Democracy Fund, not staff training.
