No published implementation reports and no USAID Administrator to publish them. The 2025-01-24 memorandum contains no reporting instruction, and the 2026 rule that implements it requires recipients to keep records and submit to monitoring but does not require the Department to publish anything about prime or sub-prime compliance. Nothing on state.gov's sitemap matches "plgha" or "protecting-life", and a Federal Register phrase search for "Protecting Life in Global Health Assistance" over the window returns one document - the 2026 rule itself, which mentions the earlier policy only in its history. **The negative was re-run on 2026-09-05 against the route that finds State's reports rather than its pages**, because the first-term precedent - the six-month review of 2017 and the second review of 2020 - was published as a departmental report and not in the Federal Register. State's statutory reports to Congress are PDFs under /wp-content/uploads/, invisible to the sitemap and indexed only from the appropriations-act reports pages; the FY 2026 index lists 122 reports under section 7016(b) of Div. F of P.L. 119-75 and the FY 2025 index its own set, and neither carries a PLGHA or Protecting Life in Foreign Assistance implementation report. The two precedent reviews now survive only on the 2017-2021.state.gov archive. No successor exists, and there is no USAID Administrator to direct.

How far the state.gov negative reaches, re-measured 2026-09-05. State’s own site search cannot produce a negative: any query returns a page with real content that is not an answer, and unrelated queries return the same result set. Three substitutes were used instead. (1) The sitemap — State’s sitemap index of 85 parts, harvested in full to 68,057 addresses, press releases running 2025-04-24 to 2026-09-05. (2) The reports-to-Congress indexes, which is where the sitemap route is blind: State posts its statutory reports as PDF uploads, which do not appear in its sitemap, so a sitemap negative is a negative about pages and says nothing about documents. The FY 2026 index (https://www.state.gov/fy26-state-and-foreign-operations-appropriations-act-sfoaa-reports) and the FY 2025 index were read in full, title by title. (3) A web search limited to state.gov, which is what surfaces the uploaded documents the sitemap misses. This route is what turned #159’s unreadable lead into Evidence, so its failure to find anything here is a measurement rather than an impression.
