Update the Counterintelligence Enhancement Act to cover espionage at universities
Printed page 218 7. Intelligence Community
“The CEA should be updated to include foreign espionage efforts aimed at universities.”

Requires Congress. The Counterintelligence Enhancement Act of 2002 was not amended; the phrase does not appear in the enrolled text of P.L. 119-60. The closest enacted provision is section 6701 of the Intelligence Authorization Act for FY2026, which requires the annual report on Chinese Communist Party influence operations to list "colleges and universities in the People's Republic of China that conduct military research or host dedicated military initiatives or laboratories" — a reporting requirement about Chinese institutions, not an extension of the CEA to foreign espionage aimed at American universities.

Research notes
- Progress is measured on this ask, not on an adjacent action: listing Chinese military-linked universities in an influence-operations report is a different object from bringing university espionage inside the Counterintelligence Enhancement Act.
- This ask is part of the single negative search that covered the counterintelligence asks on p. 218.
