Short of a block grant, ED expanded the flexibilities states already have: Ed-Flex authority was approved for Florida and Illinois (18 states at that point, 25 by 2026-08-21) and ED sent chief state school officers guidance on ESEA transferability and on Alternative Fund Use Authority for small rural districts. Waivers of conditions are not a block grant; the programs and their conditions are untouched in statute.

The fiscal year 2027 Budget Request renews the proposal as the Make Education Great Again (MEGA) block grant, consolidating seventeen K-12 programs, and repeats the eliminations. Still a request.

The President's fiscal year 2026 Budget Request proposed a $2 billion K-12 Simplified Funding Program consolidating eighteen OESE formula and competitive grant programs into one State formula grant, and requested no funding at all for several other elementary and secondary programs. That is a formal administration request to block-grant or eliminate them; Congress did not act on it.
