“Even before these changes, the Assistant Administrator for PPL should decree an immediate freeze on changes in the ADS and agencywide policy documents to allow for the priority publication of amendments to reflect the new Administration’s viewpoint.”
What has happened

No decree freezing changes to USAID's Automated Directives System was found. Cluster negative search A in the Chapter 9 log covers it: "Automated Directives System" returns 0 Federal Register documents in the window and 0 Corpus records, the phrase appears nowhere in P.L. 119-75, and USAID has no active entry in the current Unified Agenda on reginfo.gov. What happened instead is that the ADS stopped being maintained because the agency stopped: certain functions moved to State by 1 July 2025 and USAID's own Federal Register notice of 16 September 2025 records "a reduction-in-force of nearly all USAID personnel". The Quote asks for a pause so that amendments reflecting the new Administration's viewpoint can be published first; no amendments were published, and the Assistant Administrator for PPL who was to decree the freeze no longer holds a post.

usaid.gov cannot be read: every address on it, its sitemap included, is behind a challenge page that refuses us. The current text of the ADS therefore cannot be read, and whether the system is still published at all is a question for someone looking at the site by hand, not one further searching can answer.
