USAID's Automated Directives System governed the agency's own program cycle; the agency ceased implementing foreign assistance on 2025-07-01, so no program cycle remains for the gender-integration chapter to govern and no agency remains to revise it. Revising its own directive is something a named body does within itself, so the abolition defeats this ask rather than delivering it (playbook 3b, an ask addressed to a body that no longer exists). No revised directive was published in its place: a Federal Register phrase search returns zero documents for "Automated Directives System" in the window, and usaid.gov, where the ADS lived, refuses both curl and WebFetch behind a Cloudflare challenge.
