Expand Prosper Africa across U.S. agencies
Printed page 276 9. Agency for International Development
“USAID, in collaboration with the U.S. International Development Finance Corporation, U.S. Department of State, U.S. Department of the Treasury, and U.S. Department of Commerce’s Foreign Commercial Service, should use its convening power, diplomatic heft, and risk-reducing instruments to facilitate U.S.–African business relationships and expand Prosper Africa, launched by the Trump Administration to “bring[] together services from across the U.S. Government to help companies and investors do business in U.S. and African markets.””
What has happened
- Partially done
The function the Quote wants expanded — whole-of-government facilitation of United States–African business relationships — is being run, larger, from the Department of State under a different banner. State's Africa Bureau describes a commercial-diplomacy strategy that retools embassy personnel into deal teams, deploys EXIM and DFC financing, has supported "over 60 different deals worth more than 25 billion dollars" since the start of the administration and reports a 23 per cent rise in exports to sub-Saharan Africa for 2025. Under §3b's function test that is delivery of a piece; it is not an expansion of Prosper Africa, which is neither named nor resourced.
- Attempted
Prosper Africa survives in law but not in evidence of growth: P.L. 119-75 §7015 still lists "the Power Africa and Prosper Africa initiatives" among the programs subject to the regular congressional notification procedures, and appropriates no expansion. USAID, the convening agency the Quote names, no longer exists, and prosperafrica.gov no longer resolves.

Research notes
-
“Prosper Africa” returns 0 Federal Register documents for the window and appears once in P.L. 119-75, in the notification list quoted above. prosperafrica.gov and www.prosperafrica.gov fail to resolve from two independent resolvers (SERVFAIL); trade.gov/prosper-africa answers a redirect. A dead domain is an observation, not Evidence, and is recorded here rather than in the Status record.
-
Checked again 2026-09-06: no successor page exists. Followed to the end this time: trade.gov/prosper-africa redirects permanently to https://prosperafrica.dfc.gov/, and that host does not resolve either (no address record from our resolver or 1.1.1.1; Chrome shows an error page). The Development Finance Corporation’s own site search (for prosper africa, and for the quoted phrase) returns “Your search did not return any results”. So the initiative’s web presence ended at USAID’s dismantling and was not re-homed at DFC, State or Commerce as of this reading. An observation, dated here, not Evidence; the partial rests on State’s commercial-diplomacy record, which is delivery of the function under a different banner, and this read leaves it where it is.
