Ramp down USAID partnerships with U.N. agencies and Beltway contractors

Partially done

Printed page 277 9. Agency for International Development

“Correspondingly, USAID should aggressively ramp down its partnerships with wasteful, costly, and politicized U.N. agencies, international NGOs, and Beltway contractors.”

What has happened

  1. Partially done

The Presidential Memorandum withdrawing the United States from international organizations, conventions and treaties contrary to United States interests cut the multilateral partner list directly, and is the instrument behind the Department's January 2026 withdrawal announcements.

  2. Partially done

The United Nations relationship was restructured rather than ended. The U.S.–OCHA memorandum of understanding replaces "the current unaccountable morass of projectized grants" with consolidated pooled funds, requires the UN "to consolidate humanitarian functions to reduce bureaucratic overhead, unnecessary duplication, and ideological creep" — "[i]ndividual UN agencies will need to adapt, shrink, or die" — and States that over time the Department expects "all U.S. funding of UN humanitarian work to be channeled through OCHA pooled fund vehicles". It also pledges an initial $2 billion anchor commitment, so partnership with the UN system continues at scale.

  3. Partially done

USAID ceased implementing foreign assistance. Its award portfolio — the international NGOs and Beltway contractors the Quote names, along with its United Nations partners — ended with the agency rather than being ramped down program by program.

  4. Attempted

Executive Order 14169 paused new obligations and disbursements of foreign development assistance for a 90-day review of every program, the instrument under which the partner base would be cut. Nothing had yet ended.

Research notes

  • Boundary: done is arguable — the agency and essentially its whole partner portfolio are gone. Held at partial because the Quote names three objects and one of them, partnership with UN agencies, was renegotiated and re-funded at $2 billion rather than ramped down, which is not the state the Quote asks for.

  • Related: #670 (blocking UNFPA funding, done) and #642 in the same chapter carry the same instruments.
