Expand the Arctic Energy Office in Alaska and give it DOE Antarctic operations

Attempted

Printed page 390 12. Department of Energy and Related Commissions

“Expand AE’s operations in Alaska. AE’s operations in Alaska should be expanded to encompass broader national energy security interests in the region including rare earths, oil, and natural gas. AE should also be the lead for DOE Antarctic operations as a counter to growing Russian and Chinese interest in Antarctic resources.”

What has happened

  1. Attempted

The July 2026 Arctic Energy Office Strategic Plan names the object of this ask: its Strategic Mandate is "to re-establish the Arctic Energy Office (AEO) as an Alaska-focused, resource development hub" acting as a senior-level gateway to mobilize DOE program equities on the ground, its second goal is North Slope oil and gas infrastructure and LNG export, and its Operational Setup section commits to an Anchorage headquarters, an organizational chart, FTE allocations and hiring regional program officers, liaison specialists and technical experts. A planning document commits to no instrument and no date, so under playbook 3b it is attempted where it names the ask and never more: the office has not yet been expanded, the Anchorage headquarters and the staffing are commitments with a 6-month and 90-day horizon, the plan says nothing about rare earths, and nothing anywhere makes AEO the lead for DOE Antarctic operations, which is the second half of the ask.

Research notes

The office is led by an Acting Director as of August 2026 and appears on the DOE organization chart of 3 August 2026 under the Under Secretary of Energy.

No instrument assigning DOE Antarctic operations to AEO was found in the Federal Register, presidential actions or the bill file.
