Expand the New Partnership Initiative to every bureau and office
Printed page 263 9. Agency for International Development
“In addition, the next conservative Administration should expand use of the New Partnership Initiative (NPI) to every bureau and office; reset the requirements for USAID’s overseas missions to craft and execute NPI action plans; and assign each mission a minimum percentage of its portfolio that must go to new, underutilized, and local partners.”
What has happened
- Partially done
Achieved in part by a mechanism the Mandate did not name. The New Partnership Initiative was a USAID instrument and ended with the agency on 2025-07-01; Federal Register full text for "New Partnership Initiative" returns 0 documents for the window and no state.gov page carries the name. What the Quote attached to it - driving awards to new, underutilized and local partners across the whole organization - became departmental policy by other means. State's report to Congress on Advancing Locally Led Development and Humanitarian Response sets out three department-wide approaches: government-to-government assistance with performance benchmarks and co-investment, bilateral health memoranda of understanding transferring program ownership to local governments, and $3.8 billion of OCHA-administered pooled funds, all aimed at reducing dependency on large multinational NGOs. `partial` and not `done`: the named initiative is gone, no bureau-by-bureau or mission-by-mission action plans were reset, and the report itself says increasing local participation in program design is something "future efforts could focus on".
