Halt all agencywide USAID training on Day One
Printed page 279 9. Agency for International Development
“On Day One, USAID should halt all agencywide training and replace it with training modules to advance the President’s agenda.”
What has happened
- Partially done
USAID's agencywide training ended with the agency rather than by decree: the Department's own notice records the 2025 reorganization and "a reduction-in-force of nearly all USAID personnel". The halt the Quote asks for is effectively complete; the replacement — training modules to advance the President's agenda — was never built, because there is no agency to train.
- Attempted
On Day One, Executive Order 14151 coordinated the termination of all DEI and DEIA "mandates, policies, programs, preferences, and activities in the Federal Government, under whatever name they appear" and directed the Director of OPM to "review and revise, as appropriate, all existing Federal employment practices, union contracts, and training policies or programs". One class of agencywide training was halted government-wide on the day the Quote asks for; all other training was untouched, and no replacement modules advancing the President's agenda were issued.

Research notes
-
Day One item: the only Day-One instrument in the record is EO 14151, which is government-wide and covers only DEI-related training. Partial rather than done because the Quote is a two-part ask (halt and replace) and only the halt happened, and rather than attempted because the halt is real.
-
OPM’s implementing guidance on the DEIA orders was not located — the likely address for it on opm.gov does not exist, and OPM’s CHCO memoranda index has no working year filter. It would only refine the note, not the Status.
