Shift USAID's entire Latin America portfolio to local organizations by 2030

What has happened

   The Department's report to Congress on Advancing Locally Led Development and Humanitarian Response sets out three approaches — government-to-government assistance with performance benchmarks and co-investment, America First Global Health Strategy bilateral MOUs "to transition program ownership to local governments", and the OCHA pooled-fund MOU — expressly "to reduce dependency on large multinational nongovernmental organizations", and records "not less than $1.9 billion in development assistance" and "not less than $317 million in humanitarian assistance" obligated to local entities in FY2024 and FY2025. Department-wide: Latin America is not named, no share of any regional portfolio is stated, and there is no commitment to a 2030 or any other deadline.

   P.L. 119-75 §7011 requires the Secretary of State, within 180 days, to submit a multi-year strategy to improve foreign-assistance effectiveness that includes "analysis of opportunities to enhance the effectiveness of such assistance by increasing partnerships with local organizations, including faith-based organizations … including specific plans to provide grants, cooperative agreements, and other awards of not more than $2,000,000". A statutory push toward local implementers, with no region and no date.
