Halt CIA programs inconsistent with the President's agenda
Printed page 209 7. Intelligence Community
“If senior leadership finds any program or operation to be inconsistent with the President’s agenda, the Director should immediately halt that program or operation.”
What has happened
- Partially done
The Fourth Circuit's published opinion records what the CIA actually halted: officers assigned to DEIA duties were placed on administrative leave and nineteen career intelligence officers were notified of termination, and "the Director of the CIA stated affirmatively that the decisions to terminate the Intelligence Officers were taken to 'effectuate the directives in'" Executive Order 14151. One documented instance of the Director halting Agency activity found inconsistent with the President's agenda. `partial`, not `done`: the Quote is open-ended ("any program or operation"), and covert programs leave no public record either way. Not `blocked` — the injunction the court affirmed constrains the termination procedure, not the halt.
- Attempted
Executive Order 14151 declared federal DEI and DEIA programs "illegal and immoral" and directed every agency head to terminate, to the maximum extent allowed by law, all such offices and positions — a government-wide directive that reaches the CIA but had halted nothing on its own.

Research notes
- Same instruments as #547, the narrower ask on the same page (“social engineering”). Read together: the DEIA shutdown is the only publicly documented instance of the Director halting an Agency line of activity because it was inconsistent with the President’s agenda, and it answers both asks with different notes.
- The court affirmed a preliminary injunction requiring the CIA and ODNI to honor their own Termination Regulation 4-16 (an offer to discuss reassignment, and an internal appeal) before terminating the officers. It does not order the DEIA offices restored, so the Status is not blocked.
- A second candidate instrument, read and set aside: on 2026-02-20 the Director ordered the retraction or substantive revision of nineteen intelligence products that “failed to be independent of political consideration”. Retracting analytic products is a correction of the record rather than the halting of a program or operation, so it carries #560 rather than this item.
- This ask is also covered by a single negative search of the CIA internal-management asks on pp. 208-212.
