Harvest DDI's central appropriations to fund new priorities
Printed page 273 9. Agency for International Development
“The next conservative Administration should harvest DDI’s central appropriations to fund new priorities, especially working with ethnic and religious minorities and faith-based organizations and joint ventures with the private sector in education and energy.”
What has happened
- Partially done
P.L. 119-75 appropriates nothing to USAID as an agency, so there is no DDI account left to harvest; the successor accounts are the Department of State's. The priorities the Quote wanted the harvest to fund are being funded from those accounts — §7011(a)(2)(D) requires the effectiveness strategy to plan awards of up to $2 million to local organizations "including faith-based organizations", and §7071's America First Opportunity Fund carries $850 million of transfer authority for administration priorities — but by appropriation to a different department, not by a USAID reprogramming.
- Partially done
DDI's central appropriations were prised loose but not harvested: the Rescissions Act of 2025 canceled about $8.6 billion of unobligated foreign-assistance budget authority, including $2.5 billion of Development Assistance and $1.65 billion of the Economic Support Fund — the accounts DDI's central programs ran on.

Research notes
-
partial under §3’s “achieved by other means”: the money moved in the direction the Quote asks and the named priorities (faith-based organizations, private-sector joint ventures in energy) are funded by the successor, but the source account the Quote names was eliminated rather than redirected. Recorded in Judgment calls; the alternative reading is not started.

Joint ventures with the private sector in energy: State’s Africa Bureau describes the Lobito Corridor and the U.S.–DRC critical-minerals Strategic Partnership Agreement as the model (
