Limit space arms control deals and bar unilateral implementation

Not started

Printed page 118 4. Department of Defense

“Seek arms control and "rules of the road" understandings only when they are unambiguously in the interests of the U.S. and its allies, and prohibit their unilateral implementation.”

What has happened

  1. Not started

Nothing found. No space arms control agreement or "rules of the road" understanding was concluded, proposed or rejected on the record in the window, and no instrument prohibits unilateral implementation of one. "Space arms control" returns zero hits in the FY2026 NDAA, the reconciliation act and the FY2026 defense appropriation; "arms control" appears in the NDAA only in National Nuclear Security Administration nonproliferation program titles. Executive Order 14369 is a unilateral American space policy and says nothing about arms control. See the Chapter 4 cluster negative search for pages 118-119.

No action found yet. This entry is the starting point, not a finding.

Research notes

One search covered the page 118–119 space asks, #232, #233, #234, #237 and #239.

  • The instrument for this ask would be a State Department policy statement or a negotiating instruction. state.gov document pages refuse automated reads, so a statement there would be a lead in any case.
  • Checked against the USSF record on 2026-09-03: weakly adjacent, nothing to level on. www.spaceforce.mil is readable (the bare spaceforce.mil address does not resolve, which an earlier search had recorded as a refusal). The Space Threat Fact Sheet current as of July 2026 frames arms control as a Russian tactic — “Even as Moscow promotes space arms control negotiations, Russia is researching, developing, testing, and deploying counterspace systems to take advantage of the perceived vulnerability of U.S. military dependence on space” — which is a departmental posture statement about arms control, not an instrument limiting a deal or barring unilateral implementation. Noted, not leveled on. The service policy index and 500 USSF newsroom items from 2024-07-30 to 2026-09-01 carry no space arms control instrument.
