Place career tribal staff under the American Indian Office, not regional offices
Printed page 440 13. Environmental Protection Agency
“Because of this, tribal staff should be fully under the authority of the new American Indian Office and its Assistant Administrator, not the regional offices.”

Career tribal staff are still in the regions. EPA's ten regional offices continue to run tribal programs — the Federal Register shows regional tribal permits and implementation actions throughout 2026 — and the American Indian Environmental Office remains a division inside the Office of International and Tribal Affairs with no line authority over them. The FY2026 reorganization addendum, which describes every office EPA restructured, does not mention OITA, AIEO or tribal staff; the only staff it moves into regional administrators' offices are the regional environmental-justice personnel doing other statutory work.
