Realign GEWE program resources to the Office of Women, Children, and Families
Printed page 259 9. Agency for International Development
“The next conservative Administration should rename the USAID Office of Gender Equality and Women’s Empowerment (GEWE) as the USAID Office of Women, Children, and Families; refocus and realign resources that currently support programs in GEWE to the Office of Women, Children, and Families; redesignate the Senior Gender Coordinator as an unapologetically pro-life politically appointed Senior Coordinator of the Office of Women, Children, and Families; and eliminate the “more than 180 gender advisors and points of contact…embedded in Missions and Operating Units throughout the Agency.””

Moved nearby, at the successor. State's report to Congress confirms the withdrawal and names the reason: "the Department did not allocate funding in Fiscal Year 2025 for the Gender Equity and Equality Action Fund", citing a shift "away from broad, identity-based initiatives" and the executive order barring federal funds from promoting gender ideology. It says future programs will be pursued "through frameworks that emphasize universal principles of opportunity, security, and development" - not through a named Women, Children, and Families office. Congress meanwhile still mandates not less than $187.5 million for gender-based violence programming and $37.5 million for the Madeleine K. Albright Women's Leadership Program in FY2026.

Moved the other way. The resources stopped supporting GEWE programs, but they were withdrawn rather than realigned to a USAID Office of Women, Children, and Families, which was never created and now cannot be: USAID ceased implementing foreign assistance on 2025-07-01. The ask is a transfer of program resources between two offices inside a named agency, so the agency's abolition defeats it rather than delivering it (playbook 3b, an ask addressed to a body that no longer exists).

Research notes
- Re-leveled partial → not started on 2026-09-01 under the rule for an ask addressed to a body that no longer exists: resources cannot be realigned to a USAID office that was never created and cannot now exist, so the abolition defeats the ask. The withdrawal of the money is real and dated and stays on the record as Evidence on the not started events. Same reading as #660, #662 and #665.
