EO 14421 declares a national emergency over the foreign supply of bulk-power system electric equipment under IEEPA and prohibits the acquisition, importation, transfer or installation of foreign-produced bulk-power system electric equipment where the Secretary of Energy determines a Covered Foreign Entity is involved and the transaction poses an undue risk. That is the structure of EO 13920, re-enacted with a wider equipment definition and a pre-qualification mechanism — the iteration the Quote asks for.

Research notes
EO 13920 (May 2020) was revoked by EO 14017 in April 2021 and its December 2020 Prohibition Order withdrawn. EO 14421 restores the framework rather than reviving the 2020 text: it adds inverters, battery energy storage, generation turbines, industrial control systems and remote-access capability to the equipment definition, and it lets the Secretary impose conditions on equipment already installed.
#948 rides the same order on a narrower reading — it asks for the December 2020 Prohibition Order approach as well, which has not been reissued.
Checked 2026-09-09 for a reversal and found none: the only new instrument against the order is DOE’s own request for information implementing it (91 FR 57322, docket DOE-2026-HQ-2026-1123), which asks industry how to scope covered equipment, Covered Foreign Entities and prequalification. That is the order being carried out, not withdrawn, so this item stays done; the implementation trail is kept on #948, where the unfinished half lives.
