No bill of the 119th Congress requires federal contractors to employ a minimum share of U.S. citizens, and no executive instrument imposes one. A title search of all 18,476 bills for citizenship requirements on contractors returns nothing, and the two procurement executive orders of the window, 14275 and 14402, are about acquisition process rather than contractor workforce composition.

- The administration’s parallel move is on the visa side rather than the contract side — the H-1B, H-2A and H-2B wage and certification rulemakings, and the FY2027 Budget’s elevation of the Office of Foreign Labor Certification (#1705). Under §3b’s “progress is measured on this ask” rule none of that is a citizenship requirement in federal contracts.
