Terminate failed U.S. foreign aid programs in Latin America

Partially done

Printed page 278 9. Agency for International Development

“The next conservative Administration should reassess all programs of U.S. foreign aid to Latin America and terminate those that have failed to achieve results after years of effort.”

What has happened

  1. Partially done

The FY2026 act continues to appropriate for the Western Hemisphere and lists Colombia, Cuba, El Salvador, Guatemala, Haiti, Honduras, Mexico, Nicaragua and Venezuela among the countries whose assistance is subject to congressional notification — the regional portfolio was cut and reconstituted at State, not wound up.

  2. Partially done

USAID ceased implementing foreign assistance and its Latin America portfolio ended with it; programs "aligned with administration policy" moved to the Department of State. Termination on the scale the Quote asks for, delivered by closing the agency rather than by the results-based reassessment it describes, and with no published finding about which Latin American programs had failed.

  3. Attempted

Executive Order 14169 required a 90-day review of every United States foreign development assistance program, with a decision on each to continue, modify or cease — a reassessment of all programs, Latin America included, though on the criterion of alignment with administration priorities rather than the Quote's criterion of failure to achieve results.

Research notes

  • No Latin America-specific termination decision, results review or program list was found on any allowlisted source. The Department’s Western Hemisphere reporting in the FY26 SFOAA index (“Western Hemisphere Economic Integration”, “Access to High-Quality Education in Latin America and the Caribbean”) describes continuing programs rather than terminations; neither was read in full.

  • foreignassistance.gov, which would show obligations by country before and after, does not answer: the host resolves but the connection times out.
