“Dustin J. Carmack is Research Fellow for Cybersecurity, Intelligence, and Emerging Technologies in the Border Security and Immigration Center at The Heritage Foundation. Previously, he served in the Intelligence Community as Chief of Staff to the Director of National Intelligence, John Ratcliffe.
