    No executive order empowering or resourcing counterintelligence was signed in the window, and the Counterintelligence Enhancement Act of 2002 is unamended. Congress legislated on adjacent counterintelligence ground in the Intelligence Authorization Act for FY2026: section 6511 requires counterintelligence briefings for members of the Armed Forces, and the State Department Authorization Act in the same public law adds counter-intelligence training for certain diplomatic security agents (section 5504) and extends the counter-intelligence personnel security program to nonsecurity staff (section 5505). None of that empowers or resources the IC's counterintelligence apparatus in the way the Quote asks, and neither instrument the Quote names — an executive order or a CEA amendment — exists.

  • The Quote offers two routes, an executive order or amendment of the Counterintelligence Enhancement Act of 2002. Neither was taken. A Federal Register full-text search for “Counterintelligence Enhancement Act” since 2025-01-20 returns one document, a Privacy Act system-of-records notice citing the Act as a collection authority; the phrase does not appear anywhere in the enrolled text of P.L. 119-60.
  • One negative search of the counterintelligence asks on p. 218 covers this item with #580, #581, #582 and #583.
  • dni.gov and fbi.gov both refused to open for us, so any NCSC or FBI announcement of a counterintelligence initiative could not be read.
