Research notes

• Two instruments answer this Quote’s two verbs. The stays are the January and February 2025 delay-of-effective-date rules and the oil-and-gas deadline extensions; the reconsiderations are the 31-action announcement of 2025-03-12, which is a list of rules EPA said it would reconsider.
• done because the Quote asks for a practice, and the practice is established and continuing: EPA has both stayed rules and granted reconsideration repeatedly across the window.
• The individual reconsiderations are tracked on their own items — #1067 regional haze, #1068 Good Neighbor, #1076 the reporting program, #1079 the AIM Act rules, #1088 heavy-duty engines.
