- Partially done
The FY2026 Department of Defense Appropriations Act gives Military Personnel, Army $54,538,366,000 (against $50,041,206,000 enacted for FY2024), Missile Procurement, Army $7,287,263,000 (against $4,622,213,000) and Aircraft Procurement, Army $3,625,324,000 (against $3,287,997,000) — but Operation and Maintenance, Army falls to $58,249,178,000 from $58,604,854,000, Research, Development, Test and Evaluation, Army to $16,705,760,000 from $17,115,037,000, and Procurement of Weapons and Tracked Combat Vehicles, Army to $3,005,021,000 from $4,244,226,000. The Army budget rose on pay and missiles and fell in nominal terms on readiness, research and combat vehicles, so the increase is real but partial. The FY2027 Budget then asks for a 44 percent increase in total Department of War resources without breaking it out by service.

Public Law 119-21 title XX adds multi-year mandatory defense money on top of the annual bill, including Army-specific lines — next-generation medium-range and long-range ballistic missiles, a short-range gun-based air and missile defense system, a long-range movable missile defense radar, next-generation shoulder-fired air defense and Army missile repair. Money for the Army outside the appropriation, not an increase in the Army budget itself.

Research notes
Requires Congress. The comparison that settles it is between the FY2026 Department of Defense Appropriations Act and the last enacted full-year defense bill before the window (P.L. 118-47, FY2024), because FY2025 ran on a full-year continuing resolution. Read side by side, the Army’s accounts move in both directions.
This item sits in the page 108–110 Army cluster (#189, #190, #191, #193, #194, #195, #196), whose shared instruments are Public Law 119-21 title XX, the FY2026 NDAA and the FY2026 Department of Defense Appropriations Act (Public Law 119-75, division A) — the first full-year defense appropriation of the window. One search covered the whole cluster.
