Integrate IC and DOD space assets and use Title 10/Title 50 authorities jointly
Printed page 230 7. Intelligence Community
“1. Explore new methods for better integrating our space assets, 2. Examine the possibility of joint programs, and 3. Fully utilize unique Title 10 and Title 50 authorities to execute space defense (and offense) strategies jointly.”
What has happened
- Attempted
Executive Order 14369 directs the joint IC-Defense work the Quote asks for without naming Titles 10 and 50. Section 2(b)(iii) makes it policy to create "a responsive and adaptive national security space architecture by accelerating acquisition reform, integrating commercial space capabilities, and enabling new market entrants"; section 3(d) requires the Assistant to the President for National Security Affairs, in coordination with the Secretary of War, the DNI and others, to implement within 180 days both a space security strategy and a plan for that architecture; and section 3(b)(iii) requires a joint Secretary of War and DNI report on technology, supply-chain and industrial-capacity gaps. Nothing yet examines joint programs by name or addresses the joint use of Title 10 and Title 50 authorities.

Research notes
- Executive Order 14369 carries the whole group of space asks on p. 230 (#611, #612, #613). Its operative words were read at the Federal Register text on govinfo.gov.
- All three are attempted: the order sets policy and 90- to 180-day tasking deadlines that fall after the research date, and no implementing document (the space security strategy, the national security space architecture plan, or the ally-and-partner plan) has been published.
