“The next conservative Administration should direct the Attorney General to remove the FBI from the Deputy Attorney General’s direct supervision within the department’s organizational chart and instead place it under the general supervision of the Assistant Attorney General for the Criminal Division and the supervision of the Assistant Attorney General for the National Security Division, as applicable.”

The FBI remains under the Deputy Attorney General in 28 CFR part 0 as before. Searched the Federal Register Corpus for every Justice Department rule and proposed rule in the window (all 28 CFR part 0 organizational amendments among them), the whitehouse.gov presidential-actions Corpus, all 2,087 Justice Department headquarters press releases fetched from the department's own press API for the window, and the FBI's national press-release feed. The Justice Department amended its organizational regulations three times in the window — moving the Tax Division's functions, folding the Office of the Executive Secretariat into the Justice Management Division, and creating the National Fraud Enforcement Division — and none of them touched the FBI's place in the chart.
