Shift FBI resources to field offices and shrink headquarters staff
Printed page 551 17. Department of Justice
“Emphasize, fund, and reward field offices while shrinking headquarters staff. … the next conservative Administration should make a priority of deploying, funding, and rewarding the work of the field offices to the greatest extent possible.”
What has happened
- Not started
No allowlisted source records a shift of resources from FBI headquarters to the field offices or a reduction in headquarters staffing. Searched the Federal Register Corpus for every Justice Department rule and proposed rule in the window (all 28 CFR part 0 organizational amendments among them), the whitehouse.gov presidential-actions Corpus, all 2,087 Justice Department headquarters press releases fetched from the department's own press API for the window, and the FBI's national press-release feed. The FBI's own press feed reports cases and operations; it carries no staffing, budget or relocation announcement.
No action found yet. This entry is the starting point, not a finding.

Research notes
One negative search covered the whole cluster of FBI structure asks, #1531, #1532, #1534, #1535, #1536 and #1537. Reporting of an FBI headquarters relocation exists off the allowlist and is a lead only; a relocation would in any case be a change of building rather than the redistribution of people and money the Quote asks for.
