Require non-CIA officers to be at least half of the National Intelligence Council

“To encourage greater analytic independence and debate, the incoming Administration should require that non-CIA officers comprise at least 50 percent of the NIC’s membership and that the first-among-equals NIC Chairman is an outsider from one of the three major IC agencies with reporting responsibility to the PDDNI.”

Moved nearby, not delivered — the National Intelligence Council was materially reshaped in the window and its *composition* was not touched. ODNI 2.0, announced 2025-08-20, integrated "core functions and expertise" from the Foreign Malign Influence Center, the National Counterproliferation and Biosecurity Center and the Cyber Threat Intelligence Integration Center into Mission Integration and the NIC; eliminated the NIC's External Research Council, which the fact sheet says "consisted of politically appointed partisans", and its Strategic Futures Group; and moved the NIC from the Reston campus to the main ODNI campus. The fact sheet also records that former NIC leadership "have already been removed by DNI Gabbard for leaking classified information to reporters". None of that is a membership quota, and nothing published addresses the Council's CIA-to-non-CIA balance or the Chairman's provenance and reporting line. ODNI's Mission Integration page describes the NIC only functionally. No requirement that non-CIA officers make up at least half of the National Intelligence Council, and no rule about the Chairman's provenance or reporting line, was found. Federal Register full-text "National Intelligence Council" since 2025-01-20 returns one document, an unrelated DHS nonimmigrant-admissions rule. The Intelligence Authorization Act for FY2026 mentions the Council only twice, both times as the vehicle for a National Intelligence Estimate (sections 6708 and 6716); it says nothing about its composition. NIC membership is not published.

The PDB is not a published product and neither its distribution list nor its production arrangements appear in any allowlisted record. That search assumed dni.gov refused to open for us; that was corrected on 2026-09-03: dni.gov redirects to odni.gov, which can be read, as can its feed and its mission-center pages. Only the site search, which refused every query, and the sitemap are shut.
