No review of PDB recipients and no narrowing of the distribution list is recorded anywhere allowlisted, and the negative now rests on ODNI's own published description of the product rather than on a 403. ODNI's Mission Integration page, read on 2026-09-03, still describes the PDB as "a daily summary of strategic, all-source intelligence and analysis on national security issues produced for the president and key cabinet members and advisers", "coordinated and delivered by the ODNI, with contributions from all IC elements", with materials "selected for the PDB by the DNI". That is the unnarrowed distribution the Quote asks to be reviewed, described in the present tense; no recipient list is published and no review or narrowing is announced. The abbreviation "PDB" occurs once in ODNI's complete 536-item public inventory (`odni.gov/feed/`, read in full the same day), in a July 2025 release about a 2016-era intelligence assessment, not about distribution. Federal Register full-text "President's Daily Brief" since 2025-01-20 returns zero documents; the phrase appears nowhere in the Corpus of presidential actions or in the enrolled text of P.L. 119-60. How far this negative reaches: ODNI's published record and the Federal Register. A transition-era review of recipients would leave no public trace, so the negative cannot exclude one.

- One negative search covered the President’s Daily Brief and analytic-management asks: #585, #601, #602, #603 and #604. The PDB is not a published product and neither its distribution list nor its production arrangements appear in any allowlisted record. That search assumed dni.gov refused to open for us; that was corrected on 2026-09-03: dni.gov redirects to odni.gov, which can be read, as can its feed and its mission-center pages. Only the site search, which refused every query, and the sitemap are shut.
