Rotate PDB briefers from IC elements other than the CIA
Printed page 226 7. Intelligence Community
“Historically, briefers have come from the CIA, but a future President and DNI should consider a primary briefer or a rotation of briefers from other IC elements.”
What has happened
- Not started
Nothing records a change of PDB briefer arrangements. The same searches that cover #601 were run and returned nothing, and on 2026-09-03 the negative was retested against ODNI's own site, which turned out to be readable: nothing on briefer composition or rotation appears anywhere in ODNI's complete 536-item public inventory (`odni.gov/feed/`, 2005 to 2026-08-20) or on its Mission Integration page, which speaks only of production — the PDB is "coordinated and delivered by the ODNI, with contributions from all IC elements" — and not of who delivers it in person. How far this negative reaches: ODNI's published record. Who briefs the President is not published by anyone, so this negative cannot exclude an unannounced change of practice.

Research notes
- One negative search covered the President’s Daily Brief and analytic-management asks: #585, #601, #602, #603 and #604. The PDB is not a published product and neither its distribution list nor its production arrangements appear in any allowlisted record. That search assumed dni.gov refused to open for us; that was corrected on 2026-09-03: dni.gov redirects to odni.gov, which can be read, as can its feed and its mission-center pages. Only the site search, which refused every query, and the sitemap are shut.
