Use HMRE funds for high school marriage and risk avoidance curricula
Printed page 480 14. Department of Health and Human Services
“Utilize HMRE funding or grants to provide state-level high school education resources and curriculum on healthy marriages, sexual risk avoidance, and healthy relationships.”
What has happened
- Not started
No Healthy Marriage and Relationship Education funding has been redirected to state-level high school curricula on marriage, sexual risk avoidance and healthy relationships. ACF awarded a new five-year cohort of Healthy Marriage and Responsible Fatherhood grants in September 2025, and the performance-measure collection it revised for that cohort keeps the same four service streams as the 2015 and 2020 cohorts - Healthy Marriage adults, Healthy Marriage youth, community-based fathers and reentering fathers - with no high school curriculum component and no state education channel. The Consolidated Appropriations Act, 2026 makes no Healthy Marriage appropriation of its own; the program runs on the mandatory section 403(a)(2) funding extended with TANF.
