Coordinate USAGM messaging with State's foreign-language social media platforms

“Ensuring that taxpayer-funded TV, radio, and messaging tells America’s story is imperative and should be coordinated with the existing foreign-language social media platforms at the State Department.”

What has happened

  1. Not started

USAGM messaging was aligned with the President's National Security Strategy, not with the State Department's foreign-language social media platforms, and the State side of the negative has now been read rather than assumed. State's own annual report on public diplomacy *and international broadcasting* — the 2025 Comprehensive Annual Report of the U.S. Advisory Commission on Public Diplomacy, published 2025-11-25, whose 26.7 MB PDF at `state.gov/wp-content/uploads/2025/11/2025_ACPD_AnnualReport_508C.pdf` was fetched and its 911 KB of extracted text searched in full — describes no coordination of the kind the Quote asks for. Its chapter on the Bureau of Global Public Affairs gives GPA's full org chart (Press Operations, International Media Engagement, Foreign Press Center, Global Communications Strategy, Public Liaison, Events, Creative, Audience and Distribution Strategy, Video, Platforms, Research, Analytics) with no broadcasting unit and no USAGM interface, and says GPA "acts as a convener of strategic messaging by working closely with stakeholders including the White House, National Security Council, Department of Defense, and Intelligence Community" — a list that does not include USAGM. The only two hits for coordination between the two are a description of a *defunct* USAGM office "which coordinated USAGM's relationships" with affiliate outlets, and a hypothetical: consolidation "under a broadcasting bureau or foundation-type funding disbursement model could also increase strategic coordination of broadcasting resources". A slug-level sweep of State's 2,339 in-window press releases and 12,637 pages, enumerated from `state.gov/sitemap.xml`, returns nothing containing `usagm`, `voice-of-america`, `voa`, `broadcast`, `marti`, `radio-free` or `global-media`; State's eight `department-of-state-social-media-sites-*` pages, which are its own inventory of the foreign-language platforms the Quote names, name no USAGM network. Two limits worth stating: the press-release sweep is title-and-slug level, not full text, and the sitemap does not reach 2025-01-20 to 2025-03-31. The CEO Policy Memo effective 2025-12-23 directs the networks to use the November 2025 National Security Strategy as the framework for programming and to focus on the Strategy's regional policy priorities; it names no State Department platform and creates no coordination channel. Nothing else in the window records coordination between USAGM output and State's foreign-language accounts.

Research log

What was searched, and what didn’t count as evidence

Research notes

  • One search covered the USAGM service and internal-management asks that have no instrument on a source we accept as Evidence: #615, #617, #619, #620, #624, #626, #627, #630, #632 and #633.
  • Checked 2026-09-03: state.gov’s own pages can be read, and its sitemap lists the whole site. What cannot be used is state.gov’s search: it returns the same page whatever is asked — a search for “USAGM”, a search for a nonsense string and the site’s home page come back identical — and its search interface returns the same ten results for every term. A state.gov search that finds nothing therefore proves nothing; a negative has to come from the sitemap.
