    Whether USAGM's personnel security and suitability authorities remain with the Department of Defense and the Office of Personnel Management cannot be established from any allowlisted source, and no in-window instrument delegates them back or confirms they are still out. Delegation of suitability authority is an OPM administrative action that is not published in the Federal Register; a Federal Register agency search for USAGM returns twelve documents in the agency's history, none about personnel security, and the enrolled texts of P.L. 119-60, 119-74 and 119-75 carry no USAGM personnel-security provision. USAGM did publish a new agency National Security Policy effective 2025-12-23, but it is a programming directive, not a personnel-security delegation.
