Create a White House office and NSC liaison for USAGM
Printed page 243 8. Media Agencies (USAGM, CPB)
“As an executive branch agency, the USAGM ostensibly should report to the President and coordinate activities with the National Security Council (NSC)—especially given the direct and implied national security aspects of the agency’s messaging globally. However, there currently is no specific office in the White House or NSC liaison for the USAGM.”
What has happened
- Not started
No White House office for USAGM and no National Security Council liaison for the agency was created. Nothing in the Corpus of presidential actions establishes either, the 2025-01-20 memorandum organizing the NSC and its subcommittees has no broadcasting content (checked for #628), and USAGM published nothing about an NSC channel. Political control of the agency was exercised instead through a presidentially designated Senior Adviser inside USAGM itself, who by 2025-11-21 was styled Deputy Chief Executive Officer — the arrangement a court later held unlawful (see #634).
No action found yet. This entry is the starting point, not a finding.

Research notes
- One search covered the USAGM service and internal-management asks that have no instrument on a source we accept as Evidence: #615, #617, #619, #620, #624, #626, #627, #630, #632 and #633.
- Related: #628 (not started) is the chain-of-command half of the same argument, and its Evidence — P.L. 119-75 funding USAGM as a related agency of State with its own CEO reporting line — is the reason no White House office was needed or created.
